City to unveil High Drive construction plan Thursday

Neighbors on the South Hill are raising concerns about a major construction planned along High Drive from 29th Avenue to Hatch Road.

High Drive is one of the busiest roads on the South Hill, popular with drivers, bikers and runners. The city plans to tear the road up and replace a water main, make storm water system improvements and add new sidewalks and bike lanes.

The two options are to either build sidewalks on both sides of High Drive or build one the west side with an oversized 8-foot sidewalk for walkers and bikers.

"You don't need an eight foot sidewalk, you only need five," John Schram said.

Schram lives on High Drive, is a member of Friends of the Bluff and serves on the Comstock neighborhood council. He and other neighbors have raised concerns with the city's plans. Some think sidewalks on both sides of the road are expensive, unnecessary and will encroach onto people's property.

Another concern is the people that use the trails on the bluff want to make sure the parking that's here stays here.

"By eliminating that parking you're going to push across High Drive into the access road [and] create a lot of people walking across High Drive and the potential for accidents is huge," Schram claimed.

The city held a public meeting last month to hear from neighbors and after hearing concerns drafted a new design for the road.

"I think they'll like it a lot. It incorporates pretty much everything they were talking to us about," City Spokesperson Julie Happy said.

Schram hopes the city listened and will decide to build only one sidewalk on the west side of High Drive.

The public will find out Thursday at 6:30 p.m. when the city unveils its plans at a public meeting at Jefferson Elementary.
